Because of how rebellious Katniss was in her first Hunger Games, it is believed that this Quarter Quell was designed specially for her. They want to show Panem that even the victors can't overcome the Capitol.
A Quarter Quell is a special Hunger Games that happens every 25 years. The first Quarter Quell, each district had to vote for who they wanted to go to the Hunger Games. The second Quarter Quell, which Haymitch won, there were double the tributes. Instead of 1 boy and 1 girl from every district, there were 2 boys and 2 girls.
Many new characters are introduced. We meet Johanna Mason, Finnick Odair, Beetee, Wiress, and many more.
I liked this novel even more than the first one. It was just so good! Again, it was filled with action and suspense and it really kept you thinking. I really liked all the new characters as well. Finnick is now one of my favorite book characters.
